The how follows the why, not the other way around

Before teaching somebody HOW to do something better, we first have to make that person understand WHY to do so.
For example, environmental protection in Brazil:
The problem is not that we don't know HOW to protect the rainforests, etc. We have the tools, knowledge, and technologies required.
The problem is that people don't see the benefit of it for themselves.
A farmer might say: "How does it hurt me to cut down those trees? There is no direct, negative consequence for me or anybody!"
His logic: I cut those trees -> I have more farmland -> I can plant more -> I can harvest more -> I make more money -> my family and I can have a better life
It doesn't make sense to tell him HOW to protect the environment, as this is not his concern. His concern is his and his family's well-being.
Instead, we have to make the consequences relatable by adding to the chart above:
I cut those trees -> I have more farmland -> I can plant more -> the soil gets poorer -> the climate changes -> the harvests are getting worse -> my family and I are suffering poverty.
Only when this realization is made the HOW gets relevant.
The how follows the why.
Not the other way around.
